I’m calling clone. The Cap and Bucky book is seemingly narrated by Bucky while promising in future solicits that his team-ups will be “for the first time!” Which makes me believe that Cap and Bucky isn’t a flashback book, but a Bucky clone being educated on his life.
It seems like Marvel (in the wake of DC’s 52) is simply throwing every idea against the wall to see what sticks in the hope of obtaining some attention that DC is owning now.
Cap is the only one with real, proper, not-making-you-crazy super soldier serum. The was a big focus from the movie as well (I was promised an army and all I got was you… or something like that). So we might see spider island for Captain America, just like Fear Itself was spider island for Thor…

One of Cable’s many outfits had a star on it (not sure if it was red), and we know he’s gonna be prominent in the X-Sanction thing in 2012, he’s had clones of himself out there (Stryfe)…maybe a bunch of different Cable’s from the future are running around causing problems?

I was wondering why Marvel created this create new character in Winter Soldier/Bucky only to waste him in Fear Itself. I knew he wouldn’t be Cap forever (thank god, that gun and stupid black outfit was awful), but I couldn’t believe they dispatched him like he was, I don’t know… The Sentry.
Now I see that he’s coming back. If it’s a Buck Barnes clone, I wonder if he’ll have both arms! Everybody seems to be coming back with two arms these days! (See “Red Hood and the Outlaws”)

There wasn’t. There was Isaiah Bradley, Steve Rogers, William Burnside, and Bucky Barnes. Unless they’re not talking about Captain America.
There were, I believe, two other captain america’s as well. After Steve got frozen, 3 more people wore the costume before he came back.
