Traditionally a Marvel fan, I was really first exposed to the world of the Flash through Tom Kater's hilarious Tom vs the Flash podcast.  The image I had of Captain Boomerang was of a ridiculously dressed Australian man who had a very limited skill set when it came to challenging a super fast police scientist.  Although still ridiculously dressed, this issue made me feel for Captain Boomerang, and in a reasonable way explained why other the Rogues would want him in their group.  Although the art is not by regular artist Francis Manapaul, Scott Kolins is no slouch.  Professor Zoom's speed is portrayed well, and I love the paths that Digger's thrown objects make.  Can't wait till issue 8.
