While this book did a few things pretty well, the overall was not so good. There were some good pieces of dialogue; Bullock's comment about Nightwing not being Batman because Nightwing took the stairs was great. Also, March's art and O'Neil's writing did a good job showing Nightwing's frustration. I don't think that it makes Nightwing less of a character or overly whiny- he's trying to fill some big shoes and doing a bad job of it. And he lost his bike, man! That's got to hurt. Finally, Nightwing did figure out what was really going on when everoyne else weant thr wrong way; that's exactly what Batman would've done.
However, there are some serious problems with this issue. For one, I really felt like I was missing something by not reading the preceding issue of Detective. I don't mind if the missing book would have simply enhanced my reading experience of this one, but it seemed like Detective set most of the tone and background for this story and this issue of Batman does not work without it. That's a problem for me, but your mileage may vary. Also, there seemed to be a lot of things that were extraneous, at least right now. For example, why is it important that the pizza guy was also a champion gymnast, other than to explain his actions at that moment? Is he going to come back as a bigger character later? Another point was that it seemed to take a little long for everyone to realize that the criminal wasn't the real Two-Face. How long have Gordon and Dick dealt with this guy? This is a guy known for his M.O. and for not deviating from it, and Gracchus didn't fit it from the get go. Lastly, I didn't understand where the feeling of everything going to hell in a handbasket was coming from. Maybe reading Detective would help here, but I don't get why Gordon and Bullock were freaking out so much other than not having Batman around.

Well reasoned review. DC cross polination scheme didn’t sit well with me either.
@ JJ- Yeah, I compare it to New Krypton. I don’t read anything but Action Comics, and yet I don’t feel lost having missed two previous issues of the miniseries. Here, I did not feel connected to the story from the get-go, and I really think that comes from not having read Detective. And my "buying every single comic with the cross-over trade dress on it" days are over, only applying to certain X-Men events, and even that’s not happening much anymore.
