Central City, the city that never slows down, has been ground to a halt by the EMP device that blew up last issue. Now, suddenly, we’re in a completely different story: Rioting in the streets, cops on horseback (apparently Central City has a lot of horses) and the Flash trying to keep it all under control — and getting kind of overwhelmed in the process. It’s a solid issue, nowhere near as flashy (ha!) as the last one. It’s doing a lot more heavy lifting on the plot, so while we get some cool Manapul layouts here and there, it’s just slightly-better-than-okay. But they’re starting to seed the Rogues into the story, so that’s something to look forward to.
