This seemed like two stories combined into one issue. The first was Batman, Superman, and Wonder Woman meeting in their new secret room to discuss things. I loved the interaction of the three here, and how for a good part of it the were goofing around and just catching up. It highlighted the friendship that is the root of this relationship.
The second story is the reintroduction of the Human Flame. He is presented as a sympathetic villain, one who is not pure evil just desperate. We get to see how Libra begins to convince him that his way is right and that he has the power to fix all of the Flame's problems. The ending of this segment is very ominous, and hints towards a hero's death. Even though the issue is two almost disjointed halves, they are both well done and present interesting stories.
Pacheo's art is good here, and a lot of the posing from previous JLA issues is gone. The art seems grittier in a way that fits the story. Also, the first half relies on facial expressions to keep the story interesting, and Pacheo does the job here showing each characters emotion.
This was a great issue that McDuffie used to both introduce Final Crisis players, and also do a great scene with DC's trinity.
