I was a actually surprised by the admittedly contrived plot. I was expecting a single Blade fighting his way to some major source of Dracula's power, and hence allowing MI-13 to get to the work of handing Dracula his posterior quarters.
Instead, I get more respect for Pete Wisdom. The idea of taking the villain from the previous arc and keeping him about a potential counter-measure to invasion is something of a Batman level of contigency planning. It's hard to think of this as being too contrived when it took a whole arc to introduce the deus ex machina character.
Cornell juggles a surprising number of characters, making their single page performances worth while.
It helps if you read the Annual. If you haven't, go pick it up. The story there is very worth your time. You get the biggest payoff for long-time Excalibur fans, the Meggan being added to the pages of MI-13 where she belongs. Too bad we won't get to see much more. (Damn you, Marvel!)
This issue caused me the most number of joyful exclamations, causing me no end of relief that I was at home when I read.
