First I must admit that I love the cover on this one as it makes a direct reference to the cover of the first issue of Batman and Robin by Quitely and Morrison.

The issue is pretty much your standard tough-guy in prison situation where Jason Todd argues with Batman that he doesn't belong in Arkham as he's not clinicaly insane. He convinces the warden to transfer him to a standard prison (against the will of Batman) where he goes on doing his vigilante work by killing criminals from the inside of the prison. The warden (stupid as he is!) doesn't even mentions to Batman (Dick, here) that he had killed 89 prisonners from the little time he was inside before transfering him back to Arkham and then we get to the Dick really freaking pissed cause he just knows he'll be in over his head soon enough...

Winick's writing is alright instead of great but I'm still eager to see the rest of this arc as I enjoy Jason Todd's caracter and how it goes just beyond Batman's comfort zone.

Guillem March's art on the other hand is quite good with solid details and I just love how he makes beard look full and real instead of just plain flat with a few lines. I also liked the interrogation scene at the beginning and how Batman's reflection always appeared over Jason's shoulder...Little detail, but important nonetheless!
