   Perhaps it’s because, aside from hair color, Steve looks remarkably like Unfrozen Caveman Lawyer in that image.

    According to Marvel’s sliding timeline Steve was wearing that Zoot Suit sometime around 1994.

    I will say this though: Look at how small the car is they just got out off. Not even Plastic Man (or Elongated Man, your preforance) could find any comfort in the back seat there.
