If you have not yet read any of the P:SP books I don't think this is the greatest place to jump in.
We return to where the previous issue left off, the Patriots v. The Superpowers. We learn that President Power may not be as evil as we thought he was, he claims to be doing what is right for America. Furthermore, Power says that he would never have let the Supremacy nuke NYC. He also cites that Emperor Seng II would have destroyed the States long ago if it wasn't for his actions.
The President displays super-speed and puts the Lama's neck in a squeeze of death. Regardless, Pyroman fries all of the Patriots and there is some good humor b/w Pyro and Terror. Lama leaves his heroes behind at the Pentagon and meta-natural travels to the Supremacy's secret Swiss location to deliver the "America is off-limits" treat.
Meanwhile, the Inheritors are in the ruins of Swisslakia discussing what to do about the Superpowers...there is no real consensus among them. However, Yank and Doodle are playing around and one of them accidentally falls into a magic stone well, an invention of Nostradomus, a Boy-King confidant. The well shows the Inheritors where other heroes are, still wandering from their release from the urn. Boy-King determines that he will use the well to find all of the other lost heroes and make a super army to fight against the Superpowers, thus, convincing the world that the SP's are crazy but not all super powered people. They use the well and travel to Burma where they confront a feral Man-Cat, in the end the Giant has to restrain the one time hero.
Finally, the last few pages tie-into the very first page. We see that Captain Future has been on a lusty carnal Caribbean tour. Truth and Dare make their first appearance and attack Future who wants to have his way with Dare. After Dare throws Future we are left with a very angry superhero...it doesn't look good for T & D, they should run...quickly..and far away.
My thoughts: Great issue, they introduce 4 more characters, tie-up the quick smash at the Pentegon and plenty of action, humor and planted plot "seeds". After reading a not-so-positive review at Newsarama I didn't know if this issue was going to be good, but it was. The right doors were opened and closed and we continue onward!
I won't spoil the DDD origin but I will say if you bought the prelude...well...most of it is republished at the very end of this issue.
There is also an advertisement for Athena...the artwork looks phenomenal. I also chose the BT v Power cover. The artwork is back and forth, the colorist really saves the day. Also look for the BT smiling chest skull...pretty funny stuff.
