The writer/artist for this is James Patrick/Agustin Padilla even though the solicit suggests otherwise.
When I realized this issue would be Ollie escorting a criminal I expected the meet cute between super criminal and Ollie and then the typical heavily armored car gets beat up until criminal is freed. I didn't expect the flashbacks to Ollie shooting cadavers with his arrows to understand the impact they have on a human body and the marshal and criminal characters challenging Ollie's moral framework.
This was a great issue. It's nice to have characters like Marshal Donovan and Miggs challenging the no kill rule and forcing Ollie to engage with the moral issues around it. I feel like for a while he's just been internally brooding about it. There are morally unambiguous moments such as Ollie taking out the clueless driver's cell phone to save an injured pedestrian, and more ambiguous ones about taking out a henchman with a headshot. Watching Ollie struggle with these complicated questions is what makes him a better hero and adds gravitas to the decisions he does make.
The art, particularly the interior close-up shots of the arrow head as it travels through a human body, were great. They add a visceral element to the heady moral arguments that drives home why these questions matter. The action moments, for example any with the armored vehicle taking fire, are effectively framed and drawn so that it's always clear the direction of the action and what just happened. The body language in the dialog scenes (Marshal Donovan and Green Arrow's crossed arms when he is initially reluctant to help) support the scenes well.
I look forward to the rest of this story arc.
