What trip down memory lane that was.  Turns out this Gaggy character is pretty well rooted in the Batman history.  It’s funny how I have never even heard of him before.  Hmmmm…?

Gulliem March’s pencils are getting a little easier to look at now.  Could it be a new inker or colorist?  I’ll have to look into that someday.
