Maybe I don’t remember the 90s era of the Flash that well? Wally is my Flash so its great to see a Wally story. Several elements are here, but this is not the best choice for a villain or setting. No Keystone City, no classic rogues like Captain Cold or Mirror Master. The back up reprint was everything that I wanted.
