This issue is basically about a good-guy kid who has the powers of Freddy Krueger helping Captain America in the 40’s. Some treachery happened and the kid died … maybe, but Hydra agents got access to his powers.

Honestly, I can’t say that I enjoyed this story much, but the art is beautiful, maybe McNiven at his best. The reason I don’t like the story is because I enjoy Captain America stories more when they’re grounded in reality and less fantastical. This story belongs in a Dr. Strange story more.
