Haven't been able to read all of these comments, but while I go along with the strong cases for Neal Adams, Jim Aparo, and Norm Breyfogle, I couldn't find a mention of my favourites. Sorry this is not just one name, but Marshall Rogers and Terry Austin both worked closely on the art during Steve Englehart's classic run of Detective Comics, and I thought they worked just perfectly, stylish, dramatic, atmospheric, serious even when a little "cartoony". Even all these years later, theirs is one of the ways in which I prefer to visualise the Batman. (Well, without Christian Bale!)
