June 22, 2013 4:52 am Because it's the "Ultimate" meet-cute of one of Marvel's enduring street-level power couples Cloak and Dagger. Dunno how much of the 616 you read, but as a Spider-Man fan, I like to think of them as a fan favorite, and this is their introduction to the Ultimate U. That said, I hope we get to see what happens with them in the 616, since last we saw them... (spoilers) Their powers have switched thanks to the touch of Mr. Negative. (see the Spider-Island mini tie-in)

June 17, 2013 8:17 pm This issue was supposed to be #8 but something went screwy. Guess they just didn't fix the solicits to reflect that. If you recall, this cover was on the preview page in #7. Or, maybe that was just the Cap & Wolverine story, which they swapped for the Kitty/Carol story.
