This issue reads as kind of a continuation to last week's special, with that issue showing where the charcters are and this one bringing them together as a team. It's also further proof of Tomasi's skills. Nightwing was always kind of a peripheral Batbook in my view, and this keeps his talents in the same kind of arena, which makes sense.
The variety of new and old Outsiders, along with odder team choices (Creeper) seems to work. I'm just about sold on Alfred running the team. Alf's got as much rich history as his MIA employer, so it's nice to see him still in a prominent place in the DC universe. The strongest aspect of this book is the character writing, which is Tomasi's hallmark. It remains to be seen how effective his "big bad" will be, but I'll be tuning in for the way he writes these people. Everyone is distinct, there is a nice distinction between those guys that have known each other for years, and the friction between them and the newer members of the team. Also, from the single page of Ryder wrestling with his Creeper identity, he may have a decent handle on a character that I've always struggled to like. Good stuff.
