I read it as that Metron "activated" Access (or maybe Harbinger or Pariah, now that I think about it?), who ws lying dormant in the Fallen Monitor. Harbinger and Pariah were characters with multiversal knowledge from the first Crisis. Access is similar, but came later... so I'm not sure if he's old enough for Morrison to want to use. :)

How sweet is it going to be to see Barry Allen and Hal Jordan (two gods of the DCU if there ever were any) show up and tear into some Apokolyptic ass? The silver age in a modern setting. I can't wait.
