While I would love to see a Namor vs. Stephen Strange Halo fest, I like your first guess better, Rofo. I agree with Kimbo that it doesn't matter whether The Sentry is a Skrull, but all I can say is Lockjaw had better not be. No way. Not cool to screw with Lockjaw.

My guess on the circles is that red circles (Wolverine, Hulking, Sentry, and Strange) mean "might be (bad) Skrulls" and blue circles (Daredevil, Spidey, Namor, Lockjaw, Stature) mean "probably not Skrulls".
Of course he might also be forming up Halo teams or something...
